基于饮用水健康风险评价的江苏省产业结构调整对策研究 被引量:1

摘要 将产业结构调整与饮用水健康风险评价结合起来,从宏观角度提出对策分析,有利于整体水环境(包括饮用水源地)的改善。基于长江流域、太湖流域和淮河流域饮用水源地2007~2009年水质监测数据,应用美国环境保护署(U.S.EPA)推荐的健康风险模型计算、分析、评价了江苏省3大流域的水环境健康风险。研究结论揭示了3大流域饮用水源地存在一定的健康风险,其中Cr是主要的健康风险因子,并通过相关性分析,得出健康风险因子Cr与印染、纺织、冶金、造纸、化工等行业排放具有显著相关性。将饮用水安全转化为所有涉水产业空间布局的约束条件,由此提出产业结构调整思路,可为流域污染调控和产业准入政策制定提供科学依据。 Combining the industrial structure adjustment with health risk assessment of drinking water to make strategy analysis from a macro perspective,it is beneficial to the overall water environment(including drinking water sources) improvement.Based on the Yangtze River Basin,Taihu Lake Basin and Huaihe River Basin water quality monitoring data for drinking water sources from 2007 to 2009,applying U.S.Environmental Protection Agency(U.S.EPA) recommended health risks model,it calculates,analyzes and evaluates the water environmental health risks of three major river basins in Jiangsu Province.Conclusion of the study reveals that there are some health risks in three major drinking water source watersheds,of which Cr is the major health risk factor,and by correlation analysis,it showes that Cr has significant correlation with dyeing,textile,metallurgy,paper making,chemical industry emissions.Taking safe drinking water as the constraints of industrial distribution,in view of that,proposes the ideas of industrial restructuring and provides scientific basis for River Basin pollution control and industrial access policy.
