摘要
文章主要研究在行政审批过程中,各职能部门必须处理好管理与服务、效率与公平、短期利益与长远利益之间的关系,秉承关注公共利益的同时提高行政效率的公共管理理念。文章对建设系统行政审批过程中的现实问题及原因进行剖析,建议将网络审批系统的建设工作提上日程,运用现代网络技术,科学、高效、准确地整合、公布、传递和运用各类信息,实施建设项目网络审批,实现政府行政审批办公业务电子化、无纸化、自动化,提高建设系统行政审批直接服务与辅助服务效率,规范审批过程与后续监量管理机制等。
This paper mainly studies how government departments coordinate the relationships between administration andservice, efficiency and justice, short-term and long-term benefits in administrative approval with the management theory of adhering to public interest while improving administrative efficiency. Problems in the administrative approval of construction system and causes are analyzed. Suggestions are made to enhance service and assistance efficiency in the administrative approval of construction system, regulate the approval procedure and follow-up supervision and management mechanism, such as constructing online administrative approval; integrating, releasing, transmitting and applying all kinds of information scientifically, efficiently and accurately through network technique; implementing online examination and approval of construction projects; realizing an electronic, nonpaper, and automatic governmental administrative approval.
