In leading the construction of Chinese criminal law, CPC Central Committee with Hu Jintao as the general secretary has made a lot of explication on the issue of penalty. All these illustrations constitute one important part of the scientific concept of development and can be regarded as the achievement in localizing the Marxist ideology of penalty in China. They are of much practical significance to Chinese criminal law construction.
