处置群体性事件联合行动论纲

Brief on Joint-action Dealing with Group Events

随着信息技术的革新,社会秩序管理活动应当尽快适应信息时代所需的组织结构与控制方式。在这一语境下,群体性事件处置方式也应由合成走向联合,在群体性事件现场的不同区域,应有多个具有相对独立行动能力的警种、警队组、群众工作组等处置力量,并能按照统一的行动企图,以平等的关系,自成模块,共同实施自主性较强的协同行动。按照行动性质可区分为联合防控行动和联合强制行动;按照行动力量的组合形态可分为以专业防暴警种为主体的联合行动,以群众工作组或其他专项警队组为主体的联合行动。同时要把握好联合行动的特点和处置原则。

With the innovation of information technology, public order governance should be accommodated with the organization structure and control model needed by the information age as soon as possible. In this context, the settlement model of group events should be changed from composition to teamwork. Different police sorts, police team groups, mass work team groups with relative independent act capacity should be distributed in different areas where group events happen. With the unified action object,concerted action should be taken by the team groups in an equal relationship and independent manner. The joint- action can be classified by the character of action into joint-control-action and joint-coercive-action,and it can be classified by the constitute form of joint-action force into joint-action with the professional riot police as the main force and joint-action with the mass work team group or other police sort as the main force. Meanwhile,the features and dealing principle of joint-action should be grasped well.
