摘要
学龄人口的变动对教育均衡会产生巨大影响。人口波峰和波谷变化,使得基础教育各级各类学校学龄人口纵向波动明显,教育资源配置紧缺和剩余并存;同时,城镇化和学校布局调整使得学龄人口在区域间的横向变动很大,进而对城乡教育均衡、区域教育均衡和校际教育均衡产生影响。今后有必要根据人口变动情况,加强教育资源配置预测,调整基础教育各级各类学校资源配置,使其结构合理;建立城乡共同体,探索区域均衡发展的强弱互助形式,促进教育均衡发展。
The rise and fall of school-aged population imposes deep influence on balanced development of education. The school-aged population in different levels of schools undulates drastically because of the interchanges of the peak and valley of population, which causes resources allocation both in shortage and in surplus. At the same time, with the urbanization and arrangement of schools, large school-aged population has been flowing into cities, which causes the unbalanced development of the schools between cities and rural areas. Therefore, it is necessary to strengthen resources allocation forecast and arrange resources appropriately in accordance with dynamic school-aged population. On the other hand, we should construct community for schools in the city and in the countryside, so as to encourage the advanced schools in urban areas to help the hardest-to-resources schools in the countryside. And we also should establish school districts in the counties, so that we can boost resources allocation.
