摘要
从公共政策的价值相关性、合法性和权威性3个角度对农村卫生人才建设的政策属性进行分析;并分析了建国以来4个政策阶段的农村卫生人才政策措施;结果显示政治影响下的农村卫生人才政策执行力最好,应把握当前机遇加快农村卫生人才政策开发。
Firstly, we analyzed the public nature of rural health workforce policy from relevance, legality and authority of public policy; then we analyzed the rural medical staff policies of four strategies from the founding of People＇ s Republic of China. The result is the implementation of rural health workforee policy with political impact is the best. Opportunities should be obtained to quicken the policy development of rural health care talents.
