Public health financial transfer payment aims at adjusting the financial gap of public health among the regions. The paper discusses that scientific, effective and convenient public health financial allocation tool should be developed based on the factor method as soon as possible. And it analyzes the key objective factors which should be prioritized in the public health financial transfer payment allocation tool in China, such as people＇s health needs, health and resource allocation equity, social economic situation, spatial accessibility of public health resources, demographic character and performance of public health finance, etc.
