在解析党的十七大提出的城乡经济社会发展一体化内涵的基础上,阐述城乡医疗保险一体化的内涵;以成都城乡医疗保险一体化为例证,分析实现城乡一体化和城乡医疗保险一体化的可能性与路径。提出与我国实现城乡经济社会发展一体化的关键和难点一样,城乡医疗保险一体化建设的关键和难点是打破城乡二元分割的体制障碍和政策限制,应根据我国和地区城乡经济社会发展一体化建设的统一部署,做好城乡医疗保险一体化的发展规划,明确不同发展阶段的目标和重点;从破解城乡医疗保险一体化体制障碍和政策入手,推进城乡医疗保险一体化建设发展进程。

Based on the intension of integration of economy ＆ society for urban and rural areas put forward by 17th CPC National Congress, the intension of medical insurance is expounded. The paper analyzed the possibility and routes for integrated urban and rural areas on economy society and medical insurance system, taking Chengdu reforming on united basic medical insurance as an example. As the key and difficulty point of integration of economy ＆ society for urban and rural area, the key and difficulty point of integrated medical insurance system were to break the institutional barriers and policy limitations on dual-segmentation between urban and rural areas. It needed to arrange the developing plan the integration system of medical insurance system according to united design of integration of economy and society for urban and rural areas, and define the objective and stress, starting with removing the institutional barriers and policies and pushing on the development process.
