违法违规侵占新农合资金的成因分析及防范对策

近年来,各种违法违规使用资金的现象更是频频发生。具体而言,有两个方面的问题比较突出:一是非法诈骗、套取资金;二是擅自挪用资金。导致这些问题的原因是多方面的,既与制度的不完善密切相关,也与相关政策的执行不到位息息相关。为此,有必要通过完善制度、加大违法违规行为惩处力度、严格问责、完善监督体系等措施,加强对新农合资金的使用与管理,以确保新农合制度的健康运行并实现可持续发展。

In recent years,the phenomenon of illegal usage of the new rural cooperative medical funds is even more frequent. Specifiically, there are two issues stand out： the first one is the illegal fraud and taking money; the second one is unauthorized misappropriation of funds. There are many reasons causing these problems, both closely related with the imperfect system and connected with the implementation of policies.To this end, it is necessary, through the improvement of the system, increase the punishment for violations,strict accountability, and improvement of the supervision system and other measures, to strengthen the use and management of the new rural cooperative funds to ensure the healthy development of the new rural cooperative health system and to achieve sustainable development.
