完善中国财政支农工作的若干思考

Reflection on Perfecting Chinese Financial Support to Argriculture

农业是经济发展、社会安定、国家自立的基础。无论是发达国家还是发展中国家,农业始终受到政府的干预和扶持。政府通过财政支出手段对农业进行干预和扶持成为社会普遍关注的问题。改革开放以来,我国政府不断调整和完善财政支农政策,取得了很大的进步。但同时也必须看到,我国财政支农政策存在着诸多问题。在借鉴国外财政支农的有益经验以及结合本国国情的前提下,就如何进一步完善我国的财政支农问题提出了相应的对策建议。

Agriculture is the foundation of economical development, social stability and the independence of a country. No matter whether in developed or developing countries,agriculture always receives intervention and support from the government through fiscal expenditure and it has become a universal issue in the society. Since the reform and opening policy,our govern- ment gradually adjusts the financial agriculture-supporting policies and has made great progress. But meanwhile,we need to say that they still exist several problems. Therefore,on the basis of using the beneficial experience of the foreign agriculture-supporting system,and combing it with our national eonditions,I point out several policies that should be considered synthetically while perfecting our country＇s agricultural supporting system in the future.
