创新济南农村水利管理运行机制的对策

New approaches of rural water resources management mechanism in Jinan

从济南农村水利基础设施建设取得的主要成就及当前需要解决的主要问题两个方面,全面分析了济南农村水利基础设施建设的情况。在此基础上,深入研究在新形势下加强农村水利基础设施建设、推进水利事业跨越发展的路径和办法,提出了编制完善农村水利基础设施建设规划、着力推进农村重点水利工程建设、建立多元化水利投融资机制、创新农村水利管理运行机制4条对策建议。

Comprehensive analysis is made to water infrastructure construction in rural areas in Jinan, concerning to three aspects of development history, main achievement and problems needs to be solved at present. Based on above, approaches and measures of strengthening water structure construction in rural areas in Jinan are worked out to promote water conservancy career spanning development. Four measures are proposed namely perfecting planning, focusing on key project construction, setting up multi-channel investment mechanism and introducing new management system.
