论城乡统筹发展与农村集体经济有效实现

On the Effective Realization of Balancing Urban and rural Development and the Rural Collective Economy

在城乡二元对立的格局中,农村集体所有制是农村社会的一个标志性制度,但集体所有制和集体经济本身并不是城乡二元对立和形成城乡居民收入差距的原因。在城乡经济一体化发展中需要否定的是限制集体经济发展的不合理制度,而不是集体所有制和集体经济本身。发展集体经济是城乡经济一体化发展的应有之义。城乡统筹是集体经济发展的社会基础,也是集体经济发展的机遇。在这样的社会基础上,就必须建立促进集体经济发展和有效实现的法律制度,其价值取向应当是:消除歧视、实现平等,破除限制、促进公平,减轻负担、提高效率,优惠扶持、强化保障。

In the town and country binary contradictory,the collective economy in the countryside is a characteristic feature for the rural society.collective ownership and collective economy themselves are not the reason for the town and country binary contradictory and the income gap between the urban and rural residents.During the process of the integration of urban and rural areas,what should be denied is the unreasonable regime which is the obstacle for the development of collective economy instead of the collective ownership and collective economy themselves.It is necessary to develop the collective economy to promote the integration of urban and rural areas.It is the social foundation for the the development of collective economy and the opportunity to develop the collective economy to balance urban and rural development.On this basis,the corresponding laws and institutions need to be established to promote the development of collective economy,these laws and institutions should be oriented to the following purposes such as eliminating discrimination,achieving equality,breaking the limitation,promoting the equality,relieving the burden,increasing the efficiency and reinforcing the safeguard.
