加强党的执政能力建设,是党所处的特定历史地位以及应对复杂的国内国际形势的需要,也是贯彻执政党建设始终的重大理论和实践问题。要加强党的执政能力建设,必须增强党的执政意识,提高领导干部素质,并注意吸取原苏联东欧执政党丧权亡党的深刻教训。

The upgrading of CPC＇s governing ability is the demand posed by the historic time and the handling of complex domestic and international situations.As situation changes,our party must strengthen her governing ability and she has always been trying to do so.In order to achieve it,the Party has to further enhance the governing awareness,improve the quality of her cadres and learn from the failure of the former Soviet.
