试论水电工程造价管理

On cost management of hydropower projects

结合水电工程造价管理的实际，从工程组织保障制度切入，探讨了决策投资阶段、设计阶段、招标阶段、实施阶段以及结算阶段的造价管理的方法和措施，以期促进我国水电工程造价管理健康发展。

Combining with the fact of the cost management of the hydropower projects, the paper, starting from the guarantee system of the project organization, explores the methods and measures for the cost management in decision-making investment stage, the design stage, the bidding stage, the implementation stage and the settlement stage, so as to enhance the healthy development for the cost management of hydropower projects in China.
