the congenital learning process represents the mechanism by which the organization transforms the tacit and explicit knowledge of the founder into updated and valuable knowledge, which determine both the costs of innovation search and the innovation performance. The paper proposed a theoretical model based on knowledge management and organizational learning theory, examining the relationship of the congenital learning, knowledge tacitness and innovation performance.Theoretical hypothesis are tested using a sample of 142 high-tech new ventures.Empirical results revealed that the congenital learning positively influences the innovation performance, but have a substitution effects to the congenital learning,in regard to the improvement of innovation performance.Theoretical and managerial implications of these findings are discussed in the conclusion of the paper.
