摘要
中国的美育政策在性质上可以分为指导性政策和发展性政策两种。综合来看,美育的指导性政策,与德育和体育相比,其以部分代整体的表述使美育缺乏全面性;与美育的发展性政策相比,则缺乏更富历史感和战略性的视野。在美育政策中树立全面发展的美育观念,既是美育发展的需要,也是中国美育的历史期待。提倡全面发展的美育,有利于整合已有的美育资源,丰富美育的内涵。制定美育政策时,应在全面发展的美育观念的指导下,慎重、严谨地区分指导性政策和发展性政策的不同功能与战略定位。
Chinese aesthetic education policies can be divided into guiding and development ones. Comprehensively, the guiding policy for aesthetic education, in comparing with moral education and physical education, is only partially outlined. And in defining its historical and strategic vision, it is much more inadequate than the development policy. There is the urgency to set up the concept of aesthetic education for all-round development, which can meet the needs of both aesthetic education development and historical expectation. The advocacy of aesthetic education for all-round development is conducive to the integration of aesthetic education resources and can produce rich connotation for it. Therefore, in making aesthetic education policies, a cautious and rigorous attitude should be taken to identify the different functions and strategic positions of guiding and development policies with the concept of aesthetic education for all-round development.
