摘要
2011年3月《中华人民共和国国民经济和社会发展第十二个五年规划纲要》专章提出了"推进海洋经济发展",这是新时期党中央和国务院对海洋工作做出的重要部署。在分析海洋经济发展现状和新时期发展海洋经济必要性的基础上,结合我国海洋经济发展中存在的突出问题,提出了综合运用各类财政政策手段促进海洋经济发展的建议。
A special chapter in the Programme for the 12th Five-year Plan on the National Economic and Social Development of the People＇s Republic of China Sets forth ＂promotion of marine economic development in March, 2011, which is an important plan on marine work made by the Party Central Committee and the State Council in the new period. Based on reviewing the necessity of developing marine economy in the new period, and in the light of the outstanding problems in China＇s marine economic development, the paper analyses and proposes to on the comprehensive use of a variety of fiscal policies and measures, providing lesson and thought for the promotion of marine economic development.
