基于基本生活能力补偿的失地农民最低生活保障资金研究——以湖北省武汉市为例

Study on the Public Management School Minimum Living Security Fund of Landless Peasants Basic Living Capacity Compensation

在分析失地农民生活现状的基础上,通过实地调研获取第一手数据,并采用实地调查法、恩格尔系数法、比重法3种方法对失地农民生存保障所需要的最低金额进行了估算:实际调查法计算失地农民基本生活资金为273.44元/人,比重法计算失地农民基本生活资金为298.38元/人,恩格尔系数法计算失地农民基本生活资金为304.32元/人,综合3种方法后修正得的资金金额估算为290.38元/人。3种方法之间最高和最低的误差不超过10%,修正后的结果与3种方法所测算的标准更为接近,误差范围缩小到5%左右,说明该数据具有可行性和合理性。

Based on the analysis of the status of landless peasants,and through field research to obtain first-hand data,the minimum amount required of the landless peasants was estimated by field survey,the Engel coefficient,and the proportion of law.Field survey suggested that the basic life fund for the landless farmers was 273.44 yuan per person.Proportion method suggested that the basic life fund for the landless farmers was 298.38 yuan per person.The Engel coefficient method indicated that the basic life fund for the landless farmers was 304.32 yuan per person.The corrected fund was estimated to be 290.38 yuan per person.The highest and lowest difference among the three methods was less than 10%.The corrected result was closer to the standard of the three methods.The difference narrowed to less than 5 %,which suggested that the data was feasible and reasonable.
