摘要
对新农村建设中人力资源配置问题进行了研究,结果表明:单一的计划型和市场型人力资源配置方式,以及由此产生的城乡二元化经济发展格局现实是造成我国农村人力资源配置质量和效率低下的历史和现实根源。结合我国当前人力资源配置现状,提出了未来农村人力资源的配置方式,即坚持政府宏观调控与市场基础性配置相结合为主的综合型人力资源配置方式,通过综合策略、多管齐下实现城乡人力资源的一体化发展。
The arrangement of human resources in the new countryside construction was studied.Result suggested that the simple planned and market human resources arrangement and the urban-rural duel economy development form was the historical and realistic root of poor quality and efficiency of human resources in rural China.Considering the current human resources in China,the arrangement of human resources in the rural area in future was proposed which was to adhere to the comprehensive human resources arrangement by combining government macro-govern with the market infrastructure,and to materialize the development of urban and rural human resources through comprehensive strategy and many channels.
