On the Systematic Construction of the Public Opinion Guideline to the Mass Emergent Incidents in Universities under the Newly-Emerged Media

在高校群体突发事件中,以网络、手机和微博等为代表的新兴媒体对舆情发展具有双重作用,我们要充分认识构建高校群体性突发事件舆论引导机制的客观必然性,认真分析新兴媒体视角下的高校群体性事件的特点,积极探索群体突发事件的新闻发布机制、论坛交流机制、队伍建设机制、信息收集机制、预警防范机制、事件处置机制,努力构建高校群体突发事件舆论的引导机制。

In the mass emergent incidents of the universities, those newly-emerged media represented by internet, cell phone and tiny blog have double functions to the development of the public opinion. We shall fully realize the objective necessity of constructing the public opinion guideline to the mass emergent incidents in universities, carefully analyze the features of those mass emergent incidents under the angle of newly-emerged media, positively explore the systems of news publication, forum communication, team construction, information gathering, precautious prevention, and incident handling, and make great efforts to build guideline system for the public opinions in the mass emergent incidents in universities.
