欧盟甲型H1N1流感防控策略及其经验

Prevention and Control Strategies and Experiences on EU's Response to Influenza A (H1N1)

2005年起,欧盟27个成员国就开展了流感大流行应对方面的研究并制定了国家层面和欧盟层面的《流感大流行防范和应对计划》。在甲型H1N1流感大流行期间,欧盟多个国家、多个组织机构共同参与,依据已制定的《流感大流行防范和应对计划》迅速采取措施,积极开展疾病监测、信息交流、药物干预和非药物干预等一系列防控工作,并根据疫情特点及时调整防控策略。本文在对欧盟甲型H1N1流感防控调研的基础上,对其疫情初始阶段、疫情扩散阶段、疫情回落阶段采取的主要防控措施进行梳理,并对其经验进行总结,以期为我国今后有效应对流感大流行提供宝贵的可借鉴的经验。

Since 2005, 27 member states of the EU had carried out research on how to respond to pandemic influenza and formulated state-level and EU-level Pandemic Influenza Preparedness planning. During the outbreak of pandemic influenza A（H1N1）, many member states and organizations in EU, based on the Pandemic Influenza Preparedness planning, jointly took a series of prevention and control measures, including disease monitoring, information exchange, drug interventions and non-pharmaceutical interventions and timely adjusted prevention and control＇strategies according to pandemic characteristics. Based on EU＇s response to influenza A（H1N1）, the paper analyzed main prevention and control measures at different phases （beginning, spreading and disappearing） of the pandemic and summarized EU＇s experiences in order to provide valuable reference for China to effectively respond to pandemic influenza in the future.
