对重庆市药品交易所招标采购模式的评价与思考

Evaluation and Reflection of the New Drug Purchase Mode: Chongqing Medicine Exchange

目的:为各省非基本药物招标采购工作提供借鉴与参考。方法:介绍重庆市药品交易所药品招标采购模式的基本情况,总结药品交易所的成功之处和存在的问题。结果与结论:现代药品市场的建设势在必行,医药电子商务的药品交易所模式是医药流通体制改革的必然选择。建议在制定药品入市价格时,应引入药物经济学评价方法;可通过强化医疗保险机构的作用来规范临床处方行为;药品交易所招标采购模式在全国推广时应分大片区建立来优化资源配置等。

OBJECTIVE： To provide references and information for the improvement of non-essential drugs bidding and purchasing in other provinces. METHODS： It introduced the basic information of drugs bidding and purchasing modes by the Medicine exchange, and analyzed the successful experience about the Medicine exchange, as well as the existing problems. RESULTS CONCLUSIONS： It is necessary to build a modern pharmaceutical market, Medical E-Business mode is the inevitable choice for medicine circulation structural reform. So we suggest that we should use pharmacoeconomics to determine drugs listed prices; regulate prescribing by strengthening the function of medical insurance; divide market into several regions during the process of expanding the Medicine exchange all over the country to optimize allocation of resources.
