区域海洋管理作为一种新型的海洋管理实践形式,已被我国引入并积极实施。然而,区域海洋管理在实施过程中,却面临着海洋生态区域和海洋行政区域的不相耦合、海洋管理主体分散且管理目标不相协调等诸多困境。突破困境的理性选择是:构建有效的区域海洋管理协调机制。

As a new way of marine management, regional marine management was introduced to and implemented in China. But there are myraids of dilemmas in the implementation process, such as the mismatch between marine ecosystem area and marine administrative area, the discoordination and conflicting goals among marine management agencies, etc. The rational solution to these dilemmas is constructing an effective coordinating mechanism for regional marine management.
