当前海东地区城乡社会救助体系尚处于探索和完善之中,建立和完善社会救助体系,要提高认识,不断加大社会救助工作力度;要加快推进城乡社会救助体系建设;要增加投入,完善救助资金筹措机制;要协调配合,逐步完善社会救助工作;要拓宽思路,从根本上脱困;要广泛动员,推进救助工作的社会化。

Contemporarily , constructing urban and rural social assistance system in Haidong is still in the stage of exploration and improvement . For ameliorate it , must promote recognition , constantly fortify its work; accelerate its systematic construction ; increase investment and improve the mechanism of raising funds ; harmoniously corporate and gradually consummate its duty ; expand the way of thinking and fundamentally get rid of poverty ; and widely give a mobilization and prod its socialization.
