Publicness of Public Administration: Thoughts Review and Research Reflection

公共行政的基本价值就是公共性,自公共行政出现以来,行政的公共性是学者们最为关注的问题,国内外学者都对其进行了广泛探讨。改革开放以来,随着公共行政模式的引进,中国学者在西方行政学者研究的基础上也进行了较为深入的探讨。但是,从当前我国的学术文献来看,许多中国学者在使用公共性的概念时,出现了概念界定较为模糊且使用随意性较大的问题。因此,关于公共性概念的探讨依然是公共行政学研究中的一项基础性的工作,对公共性概念的深度发掘,对公共行政的模式建构和职能界定也有着积极意义。

Tile basic value of public administration is publicness. Since the emergence of public administration, the publicness of administration is becoming the most concerned issue, and domestic and foreign scholars have conducted extensive study on it. Since the reform and opening up, with the introduction of public administration mode, Chinese scholars have also conducted a relatively deep discussion on the base of western schoolars＇ study. However, from the current academic documents, when many Chinese scholars used the conception of publicness, the problem of vague definition and arbitrary use of this concept emerged .Therefore, the discussion on conception of publicness is still a basic research work in public administration research, and the deep excavation on this issue also has a positive meaning on building the mode and defining the functions of public administration.
