通过对会宁县新型农村合作医疗(简称新农合)制度运行过程中创新管理模式、有效控制新农合费用增长和推动新农合制度快速发展的研究,分析科学管理在新农合制度发展中的重要意义,提出创新管理是推动新农合持续发展的基础。

The paper analyses the management of innovation pattern and the control of the increasing expenses and the rapid development in the new rural cooperative medical scheme （NRCMS） from the data in Huining county, Baiyin city Gansu province, and proposes that scientific management is very important and the sustainable development of NRCMS must be based on the management of innovation pattern.
