Review of "Province Administrating County" in Financial System Reform

近年来,学界对"省管县"体制改革的必要性、改革困境以及改革路径等方面展开了大量的研究,从而为"省管县"改革实践提供了有力的理论支持。但是,财政直管和行政直管是否同步,对两种改革方式的分析以及这两个层面改革的协调等问题,都有待进一步深入研讨。

In recent years, local governments are exploring ＂ province administrating county＂ financial system reform in China. In order to support the reform, scholars study the reform causes, reform dilemma and reform path about ＂ province administrating county reform, published many papers, and achieved many results. However, the coordination of the financial system reform and administrative system has not been seriously synchronized and coordinated way is not clearly demonstrated by scholars, which needs further studies.
