摘要
欧洲事务很少长期占据着世界新闻的头条，但最近一段时间以来这一点似乎发生了变化。本来在新世纪的头十年，欧洲可谓一路凯歌：先是统一货币，按下来大规模向东扩张。“宪法条约”虽未能如愿得到批准，但“里斯本条约”的最终生效还是为欧盟推行共同外交政策做了一些制度安排。
