清代皇权推动下“官箴书”的编撰与传播--以《钦颁州县事宜》为例

作为清代"官箴书"的代表作品之一,《钦颁州县事宜》一书在内容上基本涉及到州县衙门日常事务的方方面面,可以说是一部权威性的"州县指南"。该书是在雍正皇帝的积极推动下,由具有丰富行政经验的官员编撰而成;并经雍正审定后,谕令刊刻、颁发给全国的州县官员,是典型的通过皇权自上而下推行的"官箴书"。这既与雍正厉行整饬吏治的意图有关,也与他希望藉此弥补州县官的法律知识与从政经验之不足有关。在皇权的力量之下,《钦颁州县事宜》不仅传播范围广泛,而且在清代的州县行政与司法实践中持续发挥着影响和作用。

As a representative work of official admonition manuals in the Qing dynasty,'Official Admonition Essays'involves all kinds of routines in the government offices'yamens'of state and county is something equivalent to an authoritative guidebook.Actively promoted by the Emperor Yongzheng,this book was written and compiled by officials who were experienced in administration.Only with Yongzheng's approval,this book could be inscribed and issued to the officials in states and counties all over the empire.Therefore,it is a typical official admonition manual which was carried out from top to bottom by imperial power.This relates to Yongzheng's intention to cleanse of political corruption and to make up for official's shortage on legal knowledge and administrative experience.Because of the effect of imperial power,Qinban Zhouxian Shiyi was disseminated broadly and exerted an influence continuously in local administration and judicial practice in the Qing dynasty.
