水电工程可行性研究阶段项目核准涉及的相关专题论证报告多,这些报告是企业投资水电工程项目得到国家发展和改革部门核准的支持性要件。笔者结合近年参与国内水电工程前期工作的工作实践,就大中型水电工程可行性研究阶段项目核准涉及相关主要专题报告编制需要注意的几个问题进行探讨,总结经验,可为水电工程可行性研究阶段专题报告的编制、报审等工作提供一定参考。

The examination ＆ approval of hydropower project in FS phase concerns many special reports, which are support documents for examination and approval of national development and reform commission. Combined with recently working experience in the pre-phase work of domestic hydropower project, this paper discusses the issues to be noted in compilation of main special reports for the examination ＆ approval of large-medium sized hydropower project in FS phase and summarizes experience, which can provide some references for the reports to be complied and approved in FS phase of hydropower project.
