东莞市卫生资源配置存在财政投入不足、地区间不平衡、存在结构性失衡、公共卫生投入不足等问题。建议加大对卫生资源的投入，加强以需求为导向的区域卫生规划，设立公共卫生服务基金，完善、强化疾控网络的功能，大力发展社区卫生服务体系。
