摘要
当前偷渡案件中犯罪手段呈现出隐蔽化、组织化、智能化的特点,偷渡组织已发展成为国际化犯罪集团,一般的侦查对策难以充分收集到深层次犯罪情报、证据及线索。偷渡案件侦查工作中存在案件经营时间长、成本高、偷渡组织者定罪有法律争议、取证难、缺乏国际警务合作等问题。针对这些偷渡案件侦查中的问题,在偷渡案件中侦查机关应树立情报意识,开展内线侦查,以有效遏制、打击偷渡犯罪。
Means of illegal immigration has characteristics of concealment, systematism, intelligence. Illegal immigration organization has developed into an international criminal gang. It is difficult for common investigation countermeasures to collect criminal information, evidence and clues adequately and deeply. Long duration, high cost, the legal dispute in conviction of illegal immigration organizers, the trouble in collecting evidence, the lack of international police cooperation are the main problems in the illegal immigration investigation. So it is necessary to build intelligence awareness and develop inside investigation for preventing and attacking illegal immigration offence.
