对构建完备的农村公共文化服务体系的思考——以甘肃省为例

The Thinking of Constructing a Complete Public Cultural Service System for Rural Areas——Taking Gansu Province as an Example

农村公共文化服务体系建设是农村文化建设的重要内容。当前在农村公共文化服务体系建设中,政策体系日趋完善但需要进一步落实;硬件日趋完善但发展并不平衡;重政府而轻社会;重硬件而轻软件;重硬件而轻人才;重建设而轻管理。因此进一步完善农村公共文化服务体系必须要进一步完善其政策与法律体系;不断完善其基础设施;不断完善其资金保障体系;加强其服务产品的供给;加强其人才队伍建设;加强其管理。

Construction of public cultural service system is an important content of cultural construction in rural areas. At present, in the construction of public cultural service system for rural areas, the policy system is increasingly perfect but needs to further implement,the hardware becomes more and more consummate but unbalanced, more attention is paid to the role of the government than that of the society, more to hardware than to software, more to hardware than talents, and more to construction than management. To further improve rural public cultural service system, we must develop relevant policy and legal system, improve the basic facilities and the financial security system, enhance the supply of serrvice products, strengthen the training of personnel, and upgrade the management.
