农村公共产品供给与乡村治理:主体、模式及其关系

On the Supply of Rural Public Products and Rural Governance:Subject,Patterns and Relations

从农村社会治理的主体缺失和资源匮乏的现实出发,讨论了承担乡村治理主体应是知识型有朝气有眼界的农民,其作为新农村建设的责任主体与义务主体地位的重要性与可行性。政府对农村公共产品供给须基于统筹城乡背景下,加强乡村治理的主体体制与制度建设,通过体制重构与制度创新,调动农民参与新农村建设的积极性,通过进一步的户籍制度改革与保障制度建立,实现对农民工的留城或返乡分流的激励与保障制度。研究结合江苏的实际状况,探讨了乡村治理模式,提出了苏南治理模式与苏北治理模式的构想,由于区域经济发展的不均衡,治理模式存在着一定的差异,农村公共产品供给也存在着质与量的差别。不同的乡村治理模式与农村公共产品供给方式有着密切关系。

Proceeding from the absence of subject and shortage of resources in rural social governance, this paper discussed the importance and feasibility for knowledgeable, dynamic and visionary farmers to undertake rural governance as responsible and compulsory subjects in the building of New Countryside. The government should supply rural public products in the context of overall planning of urban and rural areas, reinforcing the system of subjects and institutional construction in rural governance. It should also mobilize the farmers to participate in the construction of New Countryside via the system reconstruction and institutional innovation and realize a security system encouraging migrant workers to stay in cities or return to their hometowns through the furthered reform of the household registration system and the establishment of a security system. On the basis of the actual situation in Jiangsu Province, the paper probed into rural governance patterns and then put forward separate patterns in the South and North of Jiangsu due to an imbalance in the development of regional economy as well as the qualitative and quantitative differences in the supply of rural public products. This paper is of academic value and realistic significance in terms of improving rural social governance, implementing the strategy of overall urban and rural development and solving the lag problem in rural social and economic development.
