On the Negative Turnover of Resources in the New Rural Construction

在社会主义新农村建设过程中,人力资本、土地和资本等稀缺的农村资源却流失严重,制约了农业劳动生产率的提高,威胁到经济社会稳定和国家粮食安全,扩大了城乡居民收入差距。要遏止农村资源流失,必须完善教育制度、土地制度和财政金融制度。

The negative turnover of resources in the new rural construction has restricted the increase of the agricultural labor productivity, threatened the economic and social stability and national food security, and expanded the income gap between urban and rural residents. In order to stop the loss of rural resources, the government must improve the educational system, land system, fiscal system and financial system.
