在当下蓬勃发展的城市化浪潮中,有必要在讨论城市化与城市非正式就业,城市非正式经济的增长与弱势群体的生存策略的基础上,进一步探析城市非正式就业普遍性存在的原因,从正面的、积极的治理对策出发,既要致力于维护公共利益而合理监管城市非正式就业,为城市非正式就业提供政策倾斜和减少制度约束以保障弱势群体的利益,又要避免城市在一定规模人口,产业迅速集聚的同时,可能面临的城市非正式就业而引发的城市治理难题,不至于由于城市化而大量向正式部门迁移的城镇人口因民生压力和心态失衡引发行为失控。
