村庄治理中的制度和资源——基于G村土地事件的分析

System and Resources in the Village Governance——Analysis Based on the Land Event of G Village

本文以一则农村土地事件作为分析个案,发现治理制度的变异运行是土地事件的起因,在村委会变性的情况下,村民只能自行组织抗争以维护利益。自然村的治理资源在抗争中发挥重要作用,但这些治理资源没有运用到日常治理中。治理制度和治理资源的分离导致冲突产生,冲突在一定程度上又促进治理制度和治理资源的进一步融合。

Based on a village land event,this paper attributes the origin of the land event to the variation of governance system.When the nature of the village committee changed,the villagers had to struggle to maintain the interests by self-organization,but the governance resources which play an important role in the protest were not used in the daily governance.The separation of governance system and governance resources led to conflicts,but to some extent,the conflict promoted the integration of governance system and governance resources.
