我国发展低碳经济的理论基础述评

REVIEWS ON CHINA'S LOW CARBON ECONOMY

发展低碳经济是未来世界的发展趋势。在阐述低碳经济概念及特征的基础上,着重对支撑我国低碳经济发展的经济增长与经济发展理论、可持续发展经济理论、资源与环境经济理论、能源经济理论、低碳产业发展理论等进行了述评。从理论视角看,低碳经济是在资源与环境的刚性约束下,以能源经济为着眼点,以低碳产业为抓手、以低碳技术为支撑、以低碳制度为动力的新型经济,其最终目标是促进人口、经济、社会、生态的协调发展,实现人类社会的可持续发展。实践中,面对工业化和城市化快速发展带来的新挑战,我国应将低碳经济纳入国家战略、"十二五"发展规划和重点产业发展规划,多措并举促进低碳经济的全面、快速和健康发展。

The low carbon economy is world＇s future. This paper, based on the concept and features of low carbon economy, reviews theories in low carbon economic development, sustainable development economy, resource and environment economy and energy economy. The low carbon economy is a new economy constrained by resources and environment, with energy economy as starting point, low carbon industry as a core, low carbon technology as a support, and low carbon system as a drive. The final objective is to reach a sustainable development in population, economy, society and ecology. In practice, challenged by the fast industrialization and urbanization, China shall incorporate the low carbon economy in its national strategy, in the 12th Five Year Plan and key industrial development plan, which can promote a full-scale, fast and sound low carbon economic development.
