摘要
筹建及准备是水电建设的重要环节,2005年1月《关于加强水电建设环境保护工作的通知》的发布,填补了该阶段环境管理的空白,促进了施工期环保措施的落实,但实施过程中也出现了一些问题。通过对水电资源丰富的西南地区数个水电项目"三通一平"等工程实施情况的调研,针对水电建设项目的筹建及准备阶段分析环境影响及"三通一平"等工程环评审批中存在的问题,提出了筹建及准备期环境管理的优化建议。
Preparation phase is an impornt part of hydropower conslruction. The announce tha The notice on strengthening environmental protection of hydmpower projects＂ in January 2005, filled the gaps of environmental management in this stage, promoted the implementation of environmental protection measures during construction. However, there have been some problems in implementation process. First, this paper made an investigation on implementation of three supplies and one leveling of several hydmpower projects, in southwest with abundant hydmpower resottrces. Then, environmental impact and problems in EIA approval about three supplies and one leveling projects were analyzed, in preparation phase ofhydmpower construction projects. Lastly, some recommendations to optimal environmental management in preparation phase were proposed.
