In the still extensive ＂management＂ of China, there exists the situation of excess ＂leadership＂ and shortage of ＂management＂. The imbalance and fracture of ＂leadership＂ and ＂management＂ makes ＂leadership＂ becoming the tool of veneer and cheating, a beautiful label of old wine in new bottle, and a luxury for only elite schools. To restore the fracture of ＂leadership＂ and ＂management＂ is the urgent task for China＇s school management practice. Based on the relevant international experience, the balanced evaluation on ＂leadership＂ and ＂management＂, the improvement of management skills, solving the essential problems in management, and building key teachers＂ capacity in management should be the basic leverage points to restore the linkage between ＂leadership＂ and ＂management＂.
