SBCD means school-based curriculum development, it can mean that schools develop the reserve space of national curriculum system, and also can mean that school-based implementing the national curriculum and local curriculum, which makes the SBCD forming characteristic as possible. Base on this understanding, SBCD emphasize schools autonomy in its development, which is the essence and purpose of characteristic schools construction; focusing on renewing school culture is the core and soul of characteristic schools construction; based on school curriculum resources, this is the infrastructure and conditions of characteristic schools construction; emphasizing construct school-based management system is the protection and support of characteristic schools construction.
