摘要
改革开放以来,我国的基础教育得到了巨大的发展。然而,也出现了不均衡的趋势。近年来,一种新的管理制度——委托管理制度,在许多省市陆续开展起来。它对区域内学校的均衡发展起到了很好的作用,也产生了一些研究成果。为了保障委托管理的成效,需要建立委托管理的常规运行机制和道德支撑,解决动力与归因的缺失问题;大力凸显"委托管理"的特征;建立教师培养的新的机制;关注教师的心理问题,促进异质文化的融合;建立并完善实现教育均衡的配套政策。
After opening and reform, Chinese primary education has a great development. However, there is also imbalanced information. In recent years, a new management system -Delegated Administration system is continuously rising in many provinces and cities. It plays an important role in school balances development in field. There are also some researching achievements. In order to keep the effect of Delegated Administration, we need to build operation system and morality norm, to solve such questions about motive power and ascribe absence; to show Delegated Administration's characteristics; to build a new system about teacher's training; to take care of teacher's psychological problems; to promote exchanging and mixing together of different cultures; to build and perfect relevant policy for education balance.
