Present Value Choice of Public Policies in China——A Supplement to "the Logical Start of Public Policies is to Make up for Market Failure"

自资本主义诞生之日,"政府"与"市场"之争便一直没有停息。这一争论有其特定的历史背景,即对"自律市场"的神化及反思。在此基础上,笔者对陈庆云先生的"公共政策的逻辑起点是弥补市场失灵"论点进行探讨,以"培育NGO"为例,论证了公共政策价值选择的多元性,对陈先生的论点进行了补充。

Since the birth of capitalism, the debate on ＂government＂and ＂market＂ has never ended. It has its special historical background, that is, the deification of and reflection over ＂self-regulating market＂. This article discusses the argument of Mr. Chen Qingyun, ＂the logical start of public policy is to make up for market failure＂, and proves the multiple value choice of public policies by citing the example of ＂ the Cultivation of NGO＂, and makes a supplement to Mr. Chen＇s argument.
