目的江苏省2010开始全面实施基本药物制度。为真实的了解基本药物制度实施情况、存在的问题厦提出解决思路，以便相关决策部门进一步完善基本药物制度。方法调查研究。社区卫生服务中。及患者。结果发现基本药物目录品种，与群众需求有较大距离；基本药物目录中标采购价格与群众所希望的价格有较大距离；产、供、配送机制不配套和缺乏监督；实施基本药物制度后，基层医疗机构补偿政策不到位，资金运转困难等方面问题。结论我们提出了对基本药物目录的补充调整。政府有关配套政策应尽快出台，适当放宽基层医疗机构的核编标准．严格审核药品招标价格等建议和对策．

Conclusion we proposed to the basic drug list ＂s supplement adjustment, the government related policy should appear as soon as possible, relaxes the basic medical institutions ＂s personnel quota standard suitably, verifies the drugs tender price strictly and so on eight suggestions and the countermeasure.
