This paper probes into the current learning situation and reading features of leading cadres, analyzes the superiorities of public library in the service for leading cadres’ reading, introduces the service situation of Chongqing Library in recommending reference books for municipal leaders, and puts forward some measures for innovating service concept to serve leaders’ decision-making.
