我国劳动密集型出口产业区域转移的障碍和对策分析

本文分析了我国沿海劳动密集型出口产业在种种不利冲击之下,向我国内陆地区转移是一种必然趋势,具有重要意义;接着分析了我国出口产业向我国中西部转移所面临的种种障碍因素,主要包括流通成本太高、缺乏东部地区的优惠政策、行政效率低和官僚作风、工资和土地成本上涨、产业配套政策不完善等;最后针对我国出口产业向我国中西部转移问题提出了一些政策建议,分为对转出地政府和企业、转入地政府和企业、以及中央政府的政策和建议等三个方面。

This paper concludes that the regional transferring of labor-intensive industries from coastal areas to inland areas of our country will be a definitely trend and will be of great importance,considering of the impacts of many factors on our labor-intensive industries.Then the author analyzes the main obstacles in regional transferring of labor-intensive industries,which includes high circulation costs,lack of preferential policies which exist in coastal areas,lower efficiency of administration and the red tape,the rising cost of labor and land,and imperfection in industrial supporting policies in inland areas.In the end,the author gives some policy solutions to transferring of labor-intensive industries from coastal areas to inland areas,which are suggestions given to coastal governments and enterprises,inland governments and enterprises,and central government.
