改革开放以来,伴随着我国市场经济的发展,我国政府职能也从计划经济时的全能政府,转变成了市场经济时的服务型政府。在这一转变过程中,必然存在着权力下放、机构改革等一系列问题。中国公民社会的兴起、发展乃至成熟,为政府的转型提供了一定的助力与监督。如缓解政治压力、监督政府、接替部分政府职能。

Since the reforming and opening up to the outside world,the governmental functions of China has changed a lot with the development of market economy.The reform is to change the all-powerful government under the planned economic system into the service-oriented governments.It is inevitable to transform the centralization of governmental power to the decentralizing one.The development of civil society facilitates the transformation of governmental functions in alleviating political pressure,supervising the government operations and take over part of governmental functions.
