上海市试点中小学体育场馆对外开放现状

The Current Situations of Opening-up of the Sports Venues of Experimental Middle and Primary Schools in Shanghai

运用问卷调查法和访谈法等方法,对上海市试点中小学校体育场馆对外开放现状进行调查,探析学校体育场馆资源与社会共享的效果.结果表明:学校领导对开放学校体育场馆具有较高的理论认识水平和较积极的态度,但对进一步加大体育场馆对外开放力度的支持不够;对外开放主要是室外体育场馆,对外开放的时间和项目与群众需求有较大差别;群众活动的组织与体育场馆的管理问题仍是需要进一步解决的问题;政府购买服务、市场分担风险、社会参与管理的运作模式是推动学校体育场馆对外开放的制度保障.建议进一步加大公共体育资源政策措施的研究,加大宣传力度;加快城市体育场馆资源的建设和整合,在发展中逐步实现区域体育资源的均衡;大力扶持和培育公益或盈利的公共体育文化服务机构,承担学校体育场馆对外开放的管理任务.

The questionnaire and interview surveys of the present situation of the sports venues＇ opening up to the public in some experimental middle and primary schools in Shanghai were conducted to explore and analyze the effect of the sports resource sharing with the society.The results show： the school leaders have high theoretical level of awareness and positive attitudes towards the opening up to the public of the school sports venues,not enough support to the further and larger opening up;those which have opened up are mainly outdoor sports venues,and the opening time and items are far away from the demand of the public;the organizing of the mass activities and management of the sports venues still need solving;the operation mode of the government buying the service,the market sharing the risk and the society involving in the management is the system guarantee to promote the school sports venues to open up to the public.The paper suggests： make a further study of the policies and measures of the public sports resources and strengthen publicity;speed up the construction and integration of urban sports resources and gradually realize the balance of regional sports resources in the development;give great support to the non-profit and profit public sports and culture service institutions in charge of the management of the school sports venues opening up.
