摘要
针对现有作业效率分析没有充分考虑投入产出松弛性及环境影响的不足,将非期望产出SBM模型引入电炉冶炼作业能源管理,构建了电炉冶炼作业能源效率评价的指标体系,用定量化分析模型从不同角度分析了作业消耗资源和提供价值的效率,并进行了实证分析。基于非期望产出SBM模型的作业分析与评价可以得到以下信息:(1)在考虑污染物排放的情况下,确定电炉冶炼作业消耗资源的有效性;(2)充分考虑投入产出松弛,确定各决策单元在有效生产前沿面上的"投影",并为下一期间的作业改进提供丰富的信息;(3)通过敏感度分析,确定各指标对决策单元有效性的综合影响;(4)采用非期望产出SBM模型可以评价非财务指标对作业有效性的影响。
The paper extends the activity management by taking pollution discharge as an undesirable input.After reviewing relative undesirable outputs DEA literatures and comparing their advantages and shortcomings,Data SBM-Undesirable model is introduced into activity-based management(ABM) and a quantitative model is given to evaluate the efficiency of resources utilization and customer value provided by Electric Arc Furnace activities.A real case study of a iron steel factory is used to illustrate the application of the model.SBM-Undesirable model can help to:(1) confirm the DEA efficiency of resources utilization of activities;(2) calculate the projection in efficient production frontier of Decision Making Unit(DMU) and provide activity improvement information;(3) determine the overall resource utilization efficiency and variable resource utilization efficiency;and(4) apply SBM-Undesirable model to evaluate the comprehensive activity efficiency influenced by nonfinancial indicators.
