卫生应急管理人员培训内容模块需求分析

A survey on contents demands of health emergency managers training

目的为探索"模块化培训"在卫生应急管理人员培训中的应用,将卫生应急管理领域的知识和技能分为12个模块。方法采用非随机抽样的方法,对全国20个省级单位的省、地市、县级卫生应急管理人员1 606人进行问卷调查。结果各模块需求率在56.0%以上;部分模块需求率在不同单位级别和不同单位类别中存在差异。结论各模块需求率普遍较高,在12个模块中,本次培训可考虑培训基础理论知识、风险管理、监测、人力资源建设、预案、预警、物资储备、响应、现场组织与指挥、风险沟通和事件评价11个模块;部分模块可分级别、分单位开展培训。

Objective To explore the application of ＂Modules of employment skills＂ in health emergency managers training,we identified 12 modules in health emergency management filed.Methods 1 606 health emergency managers in 20 provinces of China were investigated by non-random sampling.Results The demand rates of all modules were above 56.0%;there were differences in demand rates of some modules between different levels and two kinds of department.Conclusions Demand rates of all modules were generally high;in this training we can choose 11 modules including basic knowledge,risk management,emergency surveillance and report,human resource construction,developing emergency pre-plan,early warning,equipment and reserves,emergency response,organizing and directing on field,risk communication,and evaluation on emergency events;some of modules can be trained in different levels and kinds of work unit.
